Formally announcing the policy Additional Chief Secretary Fata Dr Tashfeen Khan said recognizing the benefits of the information and communication technology (ICT) as a driving force for socio-economic development, the Khyber Pakhtunkhwa Governor Masood Kausar had directed Fata Secretariat to chalk out a comprehensive plan in order to bring Fata at par with the rest of the country, the Secretariat started work immediately on framing a comprehensive and workable ICT policy.

Necessary funding and technical assistance for this purpose was extended by USAID, Dr Tashfeen said while briefing media about the policy.

He said the policy was designed in accordance with the requirements of the Fata. “Proper consultation on the objectives and strategies regarding the Human resource Development, ICT infrastructure in Fata, e-governance, public-private partnership in ICT and legislation/regulation for foster ICT industry in Fata was also carried out,” Dr Tashfeen said.

He further added that in order to encourage private sector’s participation in developing the ICT in Fata, the government was considering a comprehensive human resource development programme, strengthening of key institutions, improving access to hardware and software, redefining the investment incentive framework, strengthening public infrastructure and reforming the regulatory environment regarding ICT.

Explaining the methodology of framing the Fata ICT policy, Dr Tashfeen said that a participatory approach was adopted which contained deriving ideas and advice from a large pool of IT experts from Fata. “Consultancy services for framing the draft were hired and two workshops were also arranged which were attended by all the stakeholders including government officials, IT professionals, teachers, students, representatives from civil society and local NGOs,” Additional Chief Secretary Fata said.

He further added that introduction of Fata ICT policy will ensure rapid development of Fata through establishment of a modern, efficient and cost-effective IT infrastructure for equitable access to national and international markets.

He said it would provide business opportunities and jobs to local and national investors in software, hardware and service industries.
