
Chief Minister Khyber Pakhtunkhwa Amir Haider Khan Hoti has said that educated and developed Pakhtun Nation was a dream of Bacha Khan. He said that darkness of poverty, terrorism and illiteracy can be removed through light of education. He said that the present government has realized dream of Bacha Khan by extending net of schools, colleges and universities in nuke and corner of the province and the nation has been led towards development and prosperity. He said that establishment of Seven Universities in short span of four and half year was an unprecedented achievement. He was addressing inaugural gathering of Bacha Khan University at Palosa Charsadda on Thursday.ANP Central leader Asfandyar Wali Khan inaugurated the university. Begum Nasim Wali Khan were also present on the occasion.
Citing background of Bacha Khan University , the chief minister said that we announced the establishment of Bacha Khan University on pressing demand of the people of Charsadda and order of our leader on 24th December last year during a people gathering and its notification has been issued in July this year. He said that establishing a primary school in six month was even a difficult task but the government of followers of Bacha Khan has established a university in six months and materialized the promise made to the people of Charsadda. He said that there were 10 universities in the province earlier to our government, however, our government established unprecedented seven univerties is short span of four and a half year.
He said that Bacha Khan University, established on area of 200 kanal will expand to 800 kanal with passage of time. He said that the financial implications for first phase of the university were Rs. 650 million and Rs. 280 million has been allocated to it this year. He said that the number of colleges in the province has reached 270 out of which 18 are in progress. He said that there were more four colleges in Charsadda till 2008 since Paksitan Independence out of the colleges three were for boys and one for girls but the present government established five more colleges besides Begum Naseem Wali Khan Girls College. He said that out of these five colleges, three colleges at Tangi, Dargai and Umarzai have been completed while the college at Shabqadar and Rajar were in progress, added, one of these colleges has been named after prominent educationist Abdul Ali Khan. The chief minister said that BS Program has been introduced in 53 colleges of the province and 5000 college teachers were benefiting from promotion and other facilities package. He said that 4-tiers formula for teachers has been approved and the teachers will be given additional Rs. 1.5 billion. He said that educational development was not limited to a particular district rather efforts have been undertaken for promotion of light of education and educational institutes were established.
He said that budget of higher education has been boosted five times and governments efforts were not limited to higher education, rather practical steps were undertaken for primary to secondary, college level, technical, higher and professional education. He said that 500 primary schools were established, 470 schools were up graded to middle and 470 middle school to high level and 270 high schools were up graded to Higher Secondary Level that costed resources worth billion rupees. He said that 25000 laptops worth Rs. 1 billion will be distributed among intelligent students and scholarships worth Rs. 10,000 and Rs. 15,000 were offered to top 10 position holders in S.S.C and inter exams under entire boards of the province under Stori Da Pakhtunkhwa Program and now government colleges have been included in this program. He said that a total of 1073 student were benefiting from these scholarships.
He said that Rokhana Pakhtunkhwa Program was for students of areas having no government school and the government will bear educational expanses of students enrolled to 500 private schools in those areas. He said that conditional grant worth Rs. 1 billion will be utilized through Parents-Teachers Councils for provision of basic facilities in primary schools. He said that parents of girls in Torghar and Kohistan like backward districts will be given Rs. 1500 for 1st to 5th grade and Rs. 2000 for 6th to S.S.C level for motivating them to education and Rs. 400 million has been allocated for this program.
The chief minister said that foreign aid earlier to us were Rs. 7 to 8 billion and its proportion was 80% loan and 20% grant, added, by Grace of God the volume of foreign aid is Rs. 20 billion and it is encouraging that there is 20% loan and 80% grant which depicts confidence of international organizations on us. He said that his government undertaken entire steps in education sector in light of thoughts of Bacha Khan and Abdul Wali Khan, added, all these efforts were continuation of Bacha Khan’s Azad Schools that aimed at equipping Pakhtuns with knowledge and their inclusion in ranks of developed nations. Earlier Vice Chancellor Bacha Khan University, Dr, Fazal Rahim Marwat presented the welcome address.
